A little history...
Sebastian County Detention Center, located at 801 South A in Fort Smith, was originally constructed in 1995 at a cost of $6,179,646, with “bed space” capacity of 266 inmates. In comparison, the old jail previous located on the top floor of the Court House, housed a maximum of 77 inmates. We reached maximum capacity of 266 inmates within a month of opening the new facility.
The current jail originally contained 44,700 square feet of housing, administration and cooking areas when constructed in 1995. The design of this facility was made with the intention of adding two (2) more male felony pods (96 more inmate beds) to the rear of the facility.
In 2007 the decision was made to proceed with the expansion, due to overcrowding issues in the jail. The expansion cost for adding an addition 90 inmate beds was $4,142,657.
Currently there are 82 full time staff members in the jail; 57 sworn deputies, 4 administration, 10 civilians, 9 medical and 2 maintenance. A Deputy starting salary is currently $24,693 / $11.108 per hour.
The daily housing cost per inmate is currently $43.49. The accurate way of estimating our cost per prisoner day is to take our entire budget and depreciation amortization cost, divide by 365 days in a year and divide by the total bed capacity of 356. An annual cost index is added to the daily housing cost. The jail processed 14,595 inmates in 2012.
The food budget averages $425,000 annually, at a cost of $1.09 per meal. Medical expenses fluctuate annually based on individual inmate health issues. The 2012 medical costs totaled $544,963. Utilities are another costly matter with 2012 expense of Electricity $88,743, Gas $47,571 and Water $122,052.
